Fora Plain Reader is a linguistic browser and a multilingual dictionary. The program lets you manage the dictionary with separated views, text notes, etc. It supports enriched text format and the results of word searches come with exhaustive explanations. Fora Plain Reader works with the majority of Internet dictionaries: XDXF (XML), DICTD, StarDict, Plain, etc.
